i naj-prostoto e da se ustanovi 4isto empiri4no, sled kato se iztestva 4e 
naprimer pove4eto browsers i mail client rabotqt korektno s encodenati v 
CP1251 tekstove (nezavisimo s kyf editor), sled kato im e ukazan 
charset=windows-1251 v Content-Type-a
